Market / Just Value, Assessed Value and Taxable Value are different numbers

Florida property records often show several values for the same parcel. Reading the wrong value can lead to a wrong tax estimate, a weak appeal argument or a mistaken buyer expectation.

Value basics

Do not compare the wrong numbers

  • Just / Market Value is the combined market value of land and improvements for tax purposes, not automatically a listing price or private appraisal.
  • Assessed Value can reflect Save Our Homes or another assessment limitation.
  • Taxable Value is the value multiplied by the applicable millage after exemptions and assessment differences.
  • Two similar homes can have different taxable values because ownership, Homestead and SOH history can differ.
Tax bill basics

Millage and non-ad valorem

  • One mill equals $1 per $1,000 of taxable value.
  • Taxing authorities set millage rates at public budget hearings.
  • The Property Appraiser does not collect the tax bill or set every tax rate.
  • Non-ad valorem assessments are based on service or benefit units, not simply property value × millage.

Buyer warning: do not estimate future Wakulla County tax by copying the seller’s current bill. The seller may have Homestead and Save Our Homes protection. After a qualifying ownership change, the cap and exemption can be removed for the next tax year unless the new owner qualifies and applies.

Homestead Exemption, Save Our Homes and portability

WakullaPA explains that a person who has legal title or beneficial title in equity on January 1 and in good faith makes the Florida property their permanent residence may be eligible for Homestead Exemption. The deed or ownership instrument must be recorded in Wakulla County Official Records.

Commonly required proof includes recorded ownership evidence, Social Security information, Florida driver license or ID showing the Homestead address, and current Florida vehicle registrations.

Save Our Homes

2026 cap: 2.7%

Florida’s SOH cap limits qualifying Homestead assessed-value increases to the lower of 3% or the applicable CPI change. For 2026, the official cap is 2.7%.

Portability reminder: Homestead Exemption cannot be transferred. WakullaPA says applicants must file an original Homestead application in office for the new Homestead. A qualifying Save Our Homes assessment difference may be portable to a new Homestead, subject to statutory restrictions and limits.

  2. Verify owner display, physical address and correct tax year.
  3. Open the official Real Property / Homestead information or Downloadable Forms page.
  4. Confirm whether your situation requires in-person filing, a standard DR-501 form, portability DR-501T, or additional exemption forms.
  5. Gather recorded ownership evidence, Social Security proof, Florida driver license or ID, Florida vehicle registration and additional residency evidence when needed.
  6. Submit through the official method and save confirmation or delivery proof.
  7. Check the parcel record and August TRIM notice later to confirm whether the exemption or cap appears correctly.

Tangible Personal Property records for businesses, rentals and equipment

Tangible Personal Property is everything other than real estate that is used in a business or rental property, such as computers, furniture, tools, machinery, signs, equipment, leasehold improvements, supplies and leased equipment.

Business and rental assets

New businesses and owners of business/rental tangible property may need to file, even if they did not receive a form.

Penalties

Late or missing return

The TPP FAQ explains that penalties can apply after April 1, including monthly late penalties, unreported-property penalties and no-return penalties.

  1. Open the official TPP FAQ or Downloadable Forms page.
  2. Download or prepare the DR-405 Tangible Personal Property Tax Return.
  3. List business and rental assets accurately, including leased, loaned, rented or borrowed equipment when required.
  4. Do not write vague descriptions such as “various” or “same as last year.”
  5. File the original return before April 1 and keep proof of delivery.
  6. If you went out of business, moved, sold assets or changed locations, report the change to the Property Appraiser.
  7. If you disagree with the TPP assessment, speak with the Property Appraiser and preserve the VAB deadline shown on the notice.

Wakulla County VAB appeals: deadlines, fees and filing routes

The Wakulla County Clerk’s Office is the Clerk to the Value Adjustment Board. The VAB handles qualifying disputes involving market values, denied exemptions, agricultural classifications, other ad valorem exemptions, portability decisions and related assessment matters.

Deeds, mortgages, liens, plats and Official Records

A Property Appraiser record and a recorded deed are related, but they are not the same thing. Wakulla County Official Records include land-ownership documents such as deeds, mortgages and liens. The Clerk’s office also explains that all Wakulla County Official Records are now available online, including older digitized records.

Title warning: the Clerk’s online index and appraiser record are research tools. For legal title, encumbrances, easements, boundary disputes or closing decisions, use recorded documents plus a qualified title professional, surveyor or attorney when needed.

Zoning, land use, flood zone and buildability are separate tasks

WakullaPA’s glossary states that property-use codes and land-use codes on the tax roll are not zoning designations and do not determine allowed uses or restrictions. Zoning and building-code questions belong with the municipality or Wakulla County Building / Planning office for unincorporated property.

Wakulla County property-record troubleshooting

Owner search shows more than one parcel

Compare parcel number, location address, mailing address, map position, sale history and Official Records clues. Do not rely on a name match alone, especially for trusts, estates, companies, common names or recently transferred property.

Address search does not find the parcel

Try the parcel number if available. Otherwise simplify the street name, remove uncertain suffix or unit details, use owner search, try Advanced Search, or open the GIS map when you know the general location.

The appraiser record owner does not match the deed I found

WakullaPA’s glossary explains that the owner name is based on the last document processed by the Property Appraiser’s office and may not be the last document recorded with the Clerk. Verify the recorded deed, then contact the appraiser if processing or ownership display needs review.

The short legal description looks incomplete

Use the full recorded deed, plat or Clerk Official Records for legal-description work. A short legal or abbreviated appraiser description is not a safe replacement for the recorded legal description in a transaction.

The map boundary appears wrong

Use the map for orientation and assessment research only. Boundary, easement and title questions may require recorded documents, a surveyor, a title professional or an attorney.

Property use does not match zoning

WakullaPA states that property-use and land-use codes on the tax roll are not zoning designations. Contact Planning & Zoning, the Building Department or the municipality for allowed uses and development standards.

Market Value increased more than the Save Our Homes cap

Save Our Homes limits qualifying Homestead assessed-value increases, not Market/Just Value. It also does not guarantee that the final tax bill cannot increase.

I purchased a property with Homestead already showing

WakullaPA’s FAQ explains that the buyer may get the seller’s Homestead benefit for the remainder of the sale year, but the carried-over exemption is removed December 31. The new owner must apply by the deadline for the next year.

I only want to pay my property tax

Use the Wakulla County Tax Collector. The Property Appraiser values property and administers exemptions; the Tax Collector handles bills, payments, receipts, delinquency and tax-certificate questions.
