Florida property-tax records often show more than one value for the same parcel. Reading the wrong number can produce a wrong tax estimate, weak appeal argument or mistaken buyer expectation.

Do not compare the wrong numbers

  • Just / Market Value is not automatically the listing price, Zestimate or private lender appraisal.
  • Assessed Value can be limited by Save Our Homes or another assessment limitation.
  • Taxable Value is generally assessed value after applicable exemptions.
  • Two similar homes can have different taxable values because ownership and exemption histories can differ.

Millage and non-ad valorem

  • One mill equals $1 of tax for every $1,000 of taxable value.
  • Taxing authorities, not the Property Appraiser, set millage rates at public budget hearings.
  • City, county, school, water and fire-district rates can combine differently depending on parcel location.
  • Non-ad valorem assessments are separate from the taxable-value × millage calculation.

Buyer warning: do not estimate your future Sumter County tax by copying the seller’s bill. A long-time owner may have Homestead and Save Our Homes protection; after a qualifying ownership change, assessed value and taxable value may change.

Homestead Exemption, Save Our Homes and portability

SumterPA’s exemption page explains that a person with legal or equitable title who makes Florida property their good-faith permanent home may be eligible for Homestead Exemption up to $50,000. The first $25,000 applies to all property taxes. The additional $25,000 applies to assessed value over $50,000 and only to non-school taxes.

The online application instructions say the applicant must be a permanent Florida resident residing on the property as the primary residence as of January 1, and the deadline to submit the exemption application is March 1.

Prepare proof before filing

SumterPA’s online application lists Florida driver license or ID, vehicle registration, voter registration, permanent resident alien card when applicable, date of birth, Social Security number, dates of residence/occupancy/purchase, IRS mailing address and phone number.

Save Our Homes

2026 cap: 2.7%

Florida DOR’s January 2026 Save Our Homes publication lists the 2026 annual assessment cap as 2.7%, based on the lower of 3% or the applicable CPI change.

New deed timing: SumterPA’s online Homestead application says the office must reflect the property ownership in your name to process the application online. If you recently closed, allow up to 60 days from closing for deed and ownership processing; if the March 1 deadline is approaching, go to the office to file in person.
  1. Search the parcel and save the Parcel ID.
  2. Verify owner display, situs address and correct tax year.
  3. Open the official SumterPA online Homestead application or download the current DR-501 form.
  4. Confirm whether online filing is allowed for your situation.
  5. Prepare Florida residency, ownership and spouse information where applicable.
  6. Submit through the official method and save your confirmation or delivery proof.
  7. Check the property record and August TRIM notice later to confirm whether the exemption appears correctly.

Tangible Personal Property records for businesses, rentals and equipment

SumterPA’s Tangible Personal Property guidance says Florida Statute 193.052 requires tangible personal property to be reported each year to the Property Appraiser’s office. This can affect businesses, rental units, equipment, furniture, fixtures and leased or borrowed assets.

Due April 1

The timely Tangible Personal Property return deadline is April 1. File the original return as soon as possible before the deadline.

Extension

Request by last working day before April 1

SumterPA says its online extension request is available from January 1 through March 31, and the office will grant extensions requested no later than the last working day before April 1.

Penalty

5% per month, up to 25%

After April 1, late accounts can be subject to 5% monthly penalties up to 25%, and may lose the available TPP exemption for timely filers.

  1. Open the official SumterPA Tangible Personal Property guidance.
  2. Download or prepare the DR-405 return.
  3. List assets accurately; do not use vague descriptions such as “various” or “same as last year.”
  4. Include leased, loaned, rented, borrowed or provided assets in the informational area when required.
  5. If requesting an extension, use the online extension feature before the deadline and attach the confirmation email to the completed return.
  6. File by email at TPP@sumtercountyfl.gov, by mail or in person, following current official instructions.
  7. If you disagree with the proposed assessment, speak with the Property Appraiser and preserve any VAB deadline shown on your notice.

Sumter County VAB appeals: deadlines, fees and filing routes

The Sumter County Clerk of Court acts as Clerk to the Value Adjustment Board. The VAB is independent of the Property Appraiser and Special Magistrates hear eligible property-tax disputes involving assessed values, exemptions, agricultural classifications, portability and related determinations.

Value petitions

25 days after TRIM

For Market and/or Assessed Value disputes, Sumter VAB guidance says the petition must be filed no later than 25 days after mailing of the Property Appraiser’s TRIM notice.

Denials

30 days after denial notice

For exemption or agricultural-classification denials, the petition must be filed within 30 days after the Property Appraiser mails the denial notice.

Filing fee

$50 per parcel, with exceptions

Sumter Clerk guidance lists a $50 non-refundable fee for many petitions and $5 for each contiguous parcel of the same value on the same petition. Timely homestead-denial appeals may have no fee.

  2. Search the property record and save the Parcel ID.
  3. Contact the Property Appraiser for an informal discussion if the issue involves assessment facts or value.
  4. Download the correct Florida DOR VAB form or obtain it from the Property Appraiser / Clerk.
  5. Prepare evidence such as comparable sales, photos, repair estimates, measurements, permits, income data or denial documents.
  6. File with the VAB Clerk in person or by mail using the correct address and fee.
  7. If participating in evidence exchange, provide the Property Appraiser a list and summary with documentation at least 15 calendar days before the hearing.

Deeds, mortgages, liens, plats and official records

A Property Appraiser record and a recorded deed are related, but they are not the same thing. Sumter Clerk’s Records Search page states that Official Records include court judgments, deeds, liens, marriage licenses, mortgages, plats and tax deeds.

Use the appraiser’s record for parcel, appraisal, exemption, GIS and tax-roll information. Do not treat it as a title search.

  1. Search the Property Appraiser record and save the Parcel ID.
  2. Open the Sumter County Clerk Records Search or Official Records page.
  3. Search by party name, document type, recording date, book/page or available reference.
  4. Open the matching deed, mortgage, lien, plat or other document record.
  5. Compare legal description, party names, recording date and parcel clues.
  6. Order official copies through the Clerk-supported route when a recipient requires certified or official documentation.
  7. If a deed is recorded but SumterPA still shows the prior owner, allow for deed and ownership processing before assuming another deed is required.
Legal-description warning: do not copy the appraiser record description into legal documents. Use recorded deeds, plats, surveys and qualified legal/title help for legal transactions.

Zoning, future land use, flood zone and buildability are separate tasks

The Property Appraiser record helps identify the parcel. Sumter County Planning & Zoning handles parcel-by-parcel land-use and current zoning information for its jurisdictional work, and the county’s Interactive Map includes zoning, future land use and FEMA flood-zone layers.

Sumter County parcel-search troubleshooting

Owner search shows more than one parcel

Compare Parcel ID, situs address, mailing address, legal-description context and map location. Do not rely on a name match alone, especially for trusts, estates, companies, protected records or recently transferred property.

Address search does not find the parcel

Try Parcel ID if available. Otherwise simplify the street name, remove uncertain unit/suffix details, search by owner, or use the GIS map when you only know the general location.

Online Homestead says the owner is not in my name

SumterPA says online processing requires the office to reflect ownership in your name. If you recently closed, allow up to 60 days from closing for deed and ownership processing. If March 1 is close, file in person.

The description on the property record looks like a legal description

Do not use the appraiser record description in a legal transaction. SumterPA record pages warn that the description is not to be used as the legal description for a parcel in legal transactions.

The map boundary appears wrong

Use GIS for general parcel research and orientation only. Boundary, easement or title issues may require Clerk records, a surveyor, title professional or attorney.

Market Value increased more than the Save Our Homes cap

Save Our Homes limits qualifying Homestead assessed-value increases, not Market/Just Value. It also does not guarantee that the final tax bill cannot increase.

The seller’s tax bill is much lower than my estimate

A seller may have long-term Homestead and Save Our Homes protection. After purchase, the assessed value and exemptions can change. Use official current-year records and tax estimator tools rather than assuming the seller’s tax bill will continue.

I only want to pay my property tax

Use the Sumter County Tax Collector. The Property Appraiser values property and administers exemptions; the Tax Collector handles bills, payment, delinquency, receipts and tax-certificate questions.
