Values, TRIM notices, tax roll certification and tax bills

Putnam County’s official property-search disclaimer says displayed information comes from the final tax roll certified each year in mid-October and updated annually. Do not compare the wrong numbers

  • Market / Just Value is Putnam’s estimate of likely sale price in an open-market, willing-buyer/willing-seller context as of January 1.
  • Assessment reductions can include Save Our Homes limitation, non-homestead limitation and Greenbelt classification.
  • Assessed Value is market value minus applicable assessment reductions, and it can vary by taxing authority.
  • Taxable Value is the value after assessment reductions and exemptions, and is used to determine taxes.
Tax bill basics

The Tax Collector handles payment

  • Tax notices are mailed by the Tax Collector by November 1.
  • Payment is due by March 31 of the following year.
  • Taxes become delinquent April 1 if unpaid.
  • Early-payment discounts are 4% in November, 3% in December, 2% in January and 1% in February.

TRIM is not a bill: the TRIM notice shows proposed taxes, public hearings and comparisons. The Tax Collector includes non-ad-valorem assessments on the November tax notice, and tax payment belongs with the Tax Collector.

Homestead exemption, Save Our Homes, portability and late filing

Putnam County’s exemption page states that applications can be made year-round in the Palatka office, with satellite office availability from January 1 through March 1. The general exemption deadline is March 1 following the year of home purchase. For 2026, the official site notes that the deadline was March 2, 2026, and late-file applications must be completed in person after the online system closes.

Homestead

Own and occupy by January 1

Putnam’s late-filing notice says you must have owned the home on or before January 1, lived in and established it as your primary residence on or before January 1, and not receive residency-based benefits elsewhere.

2026 SOH cap

2.7% statewide cap

Florida’s 2026 Save Our Homes cap is 2.7%. It limits qualifying Homestead assessed-value increases, not market value and not the entire tax bill.

Additional exemption

Non-school benefit

Florida’s additional Homestead exemption applies to eligible value above $50,000 and does not apply to school taxes. For 2026, the CPI-adjusted maximum is $26,411.

  1. Search your property record first.
    Confirm the Parcel ID, owner display and property address before filing or calling.
  2. Open the official exemptions page.
    Use pa.putnam-fl.com/exemptions and read the current filing instructions.
  3. Prepare residency documents.
    Putnam lists Florida driver license or Florida ID, vehicle registration, Putnam voter information card or Declaration of Domicile where applicable, and permanent resident card for eligible non-U.S. citizens.
  4. Provide required personal information.
    Applicants may need date of birth, Social Security number, purchase date, occupancy date, previous residence, other property owned, telephone number, employment information if applicable, and last IRS-return mailing address.
  5. Handle trusts carefully.
    Putnam warns that trust-owned property has strict requirements, including beneficial/equitable title for life, present possessory interest, and a recorded deed transferring the property into the trust.
  6. Late-file correctly if you missed the 2026 deadline.
    The homepage says the online 2026 system is closed and late applications must be completed in person at 312 Oak Street, Palatka.
  7. Use the correct late-file document path.
    After March 1, Putnam says you must also complete the Property Tax Exemption Extenuating Circumstances form along with the application.
  8. Verify the exemption later on the property record.
    Do not assume approval until the correct tax year and benefit appear or the office confirms your status.
Portability

Save Our Homes benefit may transfer

Putnam describes portability as the ability to shift tax benefits directly caused by Save Our Homes from one Florida Homestead to another. Property records may show PHX when a benefit has been ported, and a portability information box can show benefit available to port.

Senior exemption

County general millage only

Putnam’s low-income senior exemption page explains that Putnam County adopted an additional senior exemption and later increased it to $25,000. It applies to County general millage only and requires Homestead, age and income eligibility.

Agricultural classification, mobile homes and tangible personal property

Putnam County has several property situations that need special routing. Do not treat every record like a standard single-family home.

Agricultural classification

Greenbelt is not zoning

Putnam explains that qualifying farmland is classified at a value often substantially less than market value, but only land used for bona fide commercial agricultural purposes can qualify. Agricultural classification for tax purposes is not the same thing as agricultural zoning.

Mobile homes

RP vs M/H decal matters

Putnam says mobile homes owned together with land are assessed as real estate and require an RP real-property decal from the Tax Collector. M/H annual decals apply to homes in trailer parks or on another person’s land.

TPP

Business assets are separate

Tangible Personal Property includes business machinery, equipment, furniture, fixtures, signs, supplies and certain leased or rented equipment. Inventory held for sale is not returned.

Putnam’s TRIM page explains that property owners are mailed a Notice of Proposed Taxes, or TRIM notice, usually in August. For 2026, the Property Appraiser homepage says TRIM notices were scheduled to mail on Friday, August 14, 2026. Use the notice to review proposed values, exemptions, taxable values, proposed tax rates, public hearings and VAB timing.

VAB cannot lower taxes because of hardship

The Putnam Clerk explains that the VAB hears evidence on property assessments, classifications and exemptions. It has no jurisdiction or control over taxes or tax rates established by taxing authorities and cannot change value because of inability to pay.

Assessment ownership

The appraiser’s owner display supports the tax roll. It can update after recording and should not be treated as a title insurance report, boundary survey or legal opinion.

  1. Search the Property Appraiser record and save the Parcel ID.
  2. Open the Putnam Clerk Official Records page or search portal.
  3. Search by party name, document type, instrument number, book/page, record date or legal description where applicable.
  4. Open the matching deed, mortgage, lien, judgment or recorded document.
  5. Compare names, dates, legal description and parcel context.
  6. Use certified copies when a lender, title company, court or government office requires certified proof.
  7. If a deed is recorded but the appraiser display still looks old, contact the right office before recording any new document.

Putnam County property-search troubleshooting

Address search returns no result

Try the Parcel ID if you have it. Otherwise simplify the address, remove street suffix or unit details, search by owner name, or use GIS mapping. Rural routes, mobile homes, subdivision references and recently created parcels can require extra checking.

Owner search shows several parcels

The seller’s tax bill looks too low

A seller may have Homestead, Save Our Homes, senior or portability benefits. A buyer’s future taxes can change after ownership changes. Use the official property record and tax estimator instead of copying the seller’s tax amount.

For 2026, the Putnam Property Appraiser homepage says the online system is closed and eligible late applicants can visit the Palatka office for a Late File application. Bring proof of ownership, January 1 residence and residency documents.
