Orange County California Property Tax Due Dates

Secured real-property taxes use two installments. The “due” date and the date after which a penalty applies are not the same.

First installment November 1 First half of secured property taxes becomes due.
First installment December 10 Last normal day to pay without a 10% penalty.
Second installment February 1 Second half of secured property taxes becomes due.
Second installment April 10 Normally the last timely date; 10% penalty plus a $23 collection cost applies after delinquency.
What happens after June 30?

Delinquent secured property taxes become tax-defaulted after the fiscal year ends. Beginning July 1, Orange County adds a $15 redemption fee and penalties of 1.5% per month to qualifying unpaid secured taxes.

There is no single exact Orange County rate for every parcel. Proposition 13 provides a 1% basic levy, but the final bill can also contain voter-approved bonded indebtedness, special assessments, Mello-Roos charges and other parcel-specific items.

How Proposition 13 Affects Your Orange County Property Taxes

Proposition 13 is one reason two similar Orange County homes can have very different taxable values and property-tax bills.

Base Year Value Usually set at acquisition

A reassessable change in ownership generally creates a new base year value based on market value at the transfer date.

Annual growth Generally capped at 2%

The Factored Base Year Value normally increases by the applicable inflation factor, not more than 2% per year.

Change in ownership and taxable new construction can create a new or additional assessed value.

What is Proposition 8 decline-in-value relief?

Proposition 8 permits a temporary reduction when the property’s January 1 market value is below its Proposition 13 Factored Base Year Value.

Because a Proposition 8 value tracks market value, it can later increase by more than 2% in one year as the market recovers, but it cannot exceed the applicable Proposition 13 Factored Base Year Value.

California Homeowners’ Exemption in Orange County

$7,000 of assessed value can be exempted.

Orange County says the Homeowners’ Exemption can save at least $70 per year by reducing taxable assessed value by $7,000 for an eligible principal residence.

You may qualify if you own the home, occupy it as your principal residence at 12:01 a.m. on January 1, do not claim another Homeowners’ Exemption elsewhere, and submit the required claim.

February 15 is the full-exemption filing deadline.

Orange County says qualified homeowners filing after February 15 but by December 10 may still receive 80% of the full exemption, or $5,600 of exempt assessed value.

Once approved, you generally do not need to reapply every year as long as you continue to own and occupy the property as your principal residence. A later change in title can sometimes require a new claim.

Why Did I Receive a Supplemental Property Tax Bill?

A supplemental bill is separate from the regular annual secured property-tax bill. It usually follows a reassessable change in ownership or taxable new construction.

Secured

Real-estate property tax

Secured property taxes are generally backed by the real property itself and include land and improvements.

Unsecured

Tax not secured by real property

This can include taxable business personal property, boats, aircraft and certain other assessments. Orange County’s current 2026 unsecured due date is August 31.

Supplemental

One-time value adjustment

Generated after qualifying ownership changes or completed new construction to place the reassessment into effect without waiting for the next annual roll.

If secured taxes are unpaid

Delinquent Taxes & Orange County’s Five-Year Payment Plan

Current-year secured taxes cannot simply be converted immediately into the county’s five-year redemption plan. The secured taxes first have to become prior-year delinquent taxes.

After July 1, tax-defaulted secured taxes accrue more costs.

Orange County adds a $15 redemption fee and 1.5% per month penalties on qualifying unpaid secured taxes after default.

Five-Year Installment Plan of Redemption

Orange County allows eligible prior-year delinquent secured taxes to be paid under an installment plan lasting up to five years. To open a plan, the county currently requires:

  • A completed Five-Year Payment Plan application.
  • An initial payment of at least 20% of the redemption amount.
  • A $25 setup fee.
  • Certified funds for the initial required payment.
  • Current-year property taxes to remain paid separately.
The plan does not include your new annual tax bill.

You must continue paying current taxes separately while also making the required redemption-plan payments. Failing to keep current taxes or required plan payments current can default the installment plan.

Property generally becomes subject to the Tax Collector’s Power to Sell after five or more years have elapsed since the taxes became delinquent. Do not wait until the fifth year to investigate payment options.

Filing an assessment appeal does not automatically stop the tax deadline.
