Orange County Property Appraisal 2026: Value & Appeals

Orange County, Florida · Property Valuation · 2026

How Orange County Property Appraisal Actually Works

Orange County does not simply copy your purchase price or send an appraiser into every home each year. OCPA annually values property for ad-valorem tax purposes using property data, market evidence, Florida valuation rules and mass-appraisal methods.

The value date is January 1. Your first job is to confirm that OCPA has the correct parcel and property characteristics. Then compare Just Value, Assessed Value and Taxable Value before deciding whether the appraisal itself is wrong.

Start with the distinction

A Tax Appraisal Is Not the Same as a Bank Appraisal

OCPA is estimating taxable-property value for the county assessment roll.

Florida calls market value for property-tax purposes Just Value. OCPA determines that value annually, then applies any assessment limitations, classifications and exemptions that affect the values ultimately used for taxation.

The value does not come from simply multiplying your square footage by one countywide number. Florida law requires property appraisers to consider multiple valuation factors, and Florida mass-appraisal guidance recognizes sales comparison, cost and income approaches.

1 OCPA develops Just / Market Value.
2 Assessment limits can reduce Assessed Value.
3 Exemptions reduce applicable Taxable Value.
4 Taxing authorities apply their millage rates.
Market layer Just Value Florida’s market-value concept for property-tax purposes.
Assessment layer Assessed Value Just Value after applicable assessment limitations or classifications.
Tax layer Taxable Value Assessed Value after exemptions that apply to the taxing authority.

Florida Statute 193.011

Eight Factors Florida Requires Property Appraisers to Consider

Florida law does not define Just Value through a single formula. Section 193.011 requires property appraisers to consider eight factors. These explain why a tax appraisal can differ from a recent asking price, automated home-value estimate or neighbor’s assessment.

1
Present cash value

What a willing purchaser would pay a willing seller in an arm’s-length transaction, excluding ordinary purchase costs.

2
Present and highest-and-best use

Current use plus reasonably expected legally permissible future use, including applicable land-use and regulatory limits.

3
Location

Neighborhood, access and other location-related market influences.

4
Quantity or size

Parcel area, building size and other scale-related characteristics.

5
Cost and replacement value

Property cost and the present replacement value of improvements.

6
Property condition

Physical condition can matter when it has a genuine market-value effect.

7
Income

Income generated by property can be important, particularly for income-producing commercial and investment property.

8
Net sale proceeds

Sale proceeds are considered after ordinary sale and financing costs and adjustments for atypical financing or personal-property components.

How models estimate value

Sales, Cost and Income Approaches

Florida’s real-property appraisal guidance recognizes mass-appraisal models using the three traditional approaches to value. The relative usefulness of each approach depends on the property type and available data.

Market evidence

Sales Comparison

Recent arm’s-length transactions of relevant properties are analyzed to understand how buyers and sellers price differences in location, size, age, quality, condition and other characteristics.

For typical owner-occupied residential property, comparable market activity can be especially informative.

Improvement economics

Cost Approach

The analysis considers land plus the current cost of replacing or reproducing improvements, adjusted for depreciation and relevant market conditions.

It can help with newer, unusual or less frequently sold improvements.

Income production

Income Approach

Income-producing real estate can be analyzed through the income the property is capable of generating and market-derived capitalization relationships.

This is especially relevant to many commercial and investment properties.

Before arguing about value

Audit the OCPA Property Record for Factual Errors

A valuation model is only as useful as the property data it is using. Before finding comparable sales or filing an appeal, verify that the record actually describes your parcel.

Why the number moved

What Can Change an Orange County Property Appraisal?

Situation Why it matters What to check
Market sales changed New arm’s-length sales can change market evidence for similar property. OCPA historical Market Value and Sales Analysis.
Property sold / ownership changed A transfer can remove an existing Save Our Homes assessment difference and cause reassessment under Florida rules. Transfer date, ownership, Homestead and new assessment year.
Addition or new improvement New construction or additional improvements can change the property’s characteristics and value. Building information, permits, additional features and value history.
Demolition / damage / condition issue Property condition is one of Florida’s statutory valuation factors. Whether OCPA’s data reflects the property’s actual condition as of the relevant assessment date.
Land characteristics changed Size, location, use potential and legally permissible use can influence land value. Acreage, parcel configuration, land-use data and relevant restrictions.
Exemption changed This usually changes Taxable Value, not necessarily OCPA’s Market Value. Tax Benefits, Homestead, portability and exemption status.
Millage changed Millage changes the tax calculation, not the appraisal itself. TRIM notice and taxing-authority budget information.

Buying or selling

Why the Previous Owner’s Property Tax Can Be Misleading

This is one of the most important Florida appraisal rules for buyers: a prior owner’s low Assessed Value can reflect years of Save Our Homes protection that a new owner does not simply inherit.

Previous owner

Long-term Homestead

The property can have a substantial difference between Just Value and Assessed Value because annual Homestead assessment increases were limited.

Ownership change

Reassessment event

Florida generally removes the prior Save Our Homes benefit after a qualifying ownership change and reassesses the property according to the applicable rules.

New owner

New tax picture

The buyer’s future Homestead and possible portability benefit depend on the buyer’s own eligibility—not the seller’s prior tax bill.

Prior Assessed Value

Existing SOH difference

Illustration only. It shows why copying a seller’s Assessed Value or tax bill can understate what a buyer may face after reassessment.

OCPA Appraisal

Used to establish property values for the county assessment roll under Florida property-tax law.

The statutory valuation date is January 1.

Lending / transaction

Private Fee Appraisal

Usually values a particular property for a lender, purchase, refinance, estate, litigation or other specific purpose and date.

It is not automatically substituted for OCPA’s tax assessment.

Listing / market advice

Realtor CMA

A comparative market analysis typically helps estimate likely listing or sale positioning using recent market activity.

It is useful market evidence but is not the county assessment roll.

When the appraisal looks wrong

Review the Appraisal With OCPA Before or While Preserving VAB Rights

Orange County’s VAB guidance specifically allows a taxpayer to confer with the Property Appraiser about the correctness of the assessment. That informal review can solve some factual or valuation issues—but it does not extend the formal petition deadline.

Common appraisal surprises

Three Situations That Look Wrong but Can Be Legitimate

Market Value decreased, but my Assessed Value increased

Florida DOR specifically explains that this can happen when a property has an existing assessment differential. Assessed Value can continue moving toward Just Value while remaining subject to the applicable assessment limitation.

Assessed Value can never exceed Just Value.

My Market Value increased more than 3%

The Save Our Homes limit applies to the annual increase in qualifying Homestead Assessed Value, not the increase in Just / Market Value.

The 2026 SOH cap is 2.7%.

My neighbor’s taxes are much lower even though the houses look similar

Similar Market Values do not guarantee similar Assessed or Taxable Values. Different ownership dates, Save Our Homes histories, portability benefits and exemptions can produce very different tax results.

Quick answers

Orange County Property Appraisal FAQs

How does Orange County appraise my property?

The Orange County Property Appraiser values property for the county assessment roll using Florida’s statutory valuation requirements, property characteristics, market data and mass-appraisal methods. Florida recognizes sales-comparison, cost and income approaches within mass appraisal.

What date is my Orange County property appraisal based on?

Florida real property is assessed annually according to its Just Value as of January 1. That means the appraisal has a statutory valuation date rather than simply reflecting the date you happen to search OCPA.

Is OCPA Market Value the same as Just Value?

Florida uses Just Value as its property-tax market-value concept. OCPA property records display Market Value as part of the historical valuation information.

Does OCPA use my home’s sale price as the appraisal?

A qualifying sale is important market evidence, but Florida Just Value is not determined by automatically copying one transaction price. Property appraisers must consider the valuation factors required by section 193.011.

Does an appraiser physically inspect every Orange County house every year?

Florida county property appraisal operates through mass-appraisal systems. Mass appraisal values groups of properties as of a specified date using standardized procedures, data, models and statistical testing rather than requiring a mortgage-style interior appraisal of every parcel each year.

Why did my Orange County property appraisal increase?

Possible reasons include changing market evidence, updated property characteristics, new improvements, land-value changes or a reassessment event. First compare OCPA’s historical Land, Building, Feature and Market Values to identify where the change occurred.

Why did my Assessed Value rise when Market Value fell?

Florida DOR explains that a property with an existing assessment differential can experience an Assessed Value increase even when Market Value falls or stays level. The applicable assessment cap still applies, and Assessed Value cannot exceed Just Value.

What is the 2026 Save Our Homes cap?

Florida’s official 2026 Save Our Homes cap is 2.7%. The cap limits annual growth in qualifying Homestead Assessed Value, not Just / Market Value.

How do I dispute an Orange County property appraisal?

First verify the OCPA property record and identify the exact value or factual issue. Orange County provides informal residential assessment review at 407-836-5205 and commercial assessment review at 407-836-5404. You can also file a qualifying petition with the Orange County Value Adjustment Board.

What is the 2026 Orange County property-value appeal deadline?

Orange County’s published 2026 VAB filing deadline for valuation issues is Friday, September 18, 2026. Late petitions are subject to a separate good-cause review and are not automatically accepted.

Check the property facts before challenging the number

The most productive Orange County appraisal review starts with the official property record. Confirm the parcel, land, building and feature data. Then compare historical Market and Assessed Values. If the facts are correct but the Just Value still appears unsupported, organize relevant market or condition evidence, contact the appropriate OCPA assessment team, and preserve the VAB deadline if formal review may be necessary.
