How Orange County Property Appraisal Actually Works
Orange County does not simply copy your purchase price or send an appraiser into every home each year. OCPA annually values property for ad-valorem tax purposes using property data, market evidence, Florida valuation rules and mass-appraisal methods.
The value date is January 1. Your first job is to confirm that OCPA has the correct parcel and property characteristics. Then compare Just Value, Assessed Value and Taxable Value before deciding whether the appraisal itself is wrong.

OCPA is estimating taxable-property value for the county assessment roll.
Florida calls market value for property-tax purposes Just Value. OCPA determines that value annually, then applies any assessment limitations, classifications and exemptions that affect the values ultimately used for taxation.
The value does not come from simply multiplying your square footage by one countywide number. Florida law requires property appraisers to consider multiple valuation factors, and Florida mass-appraisal guidance recognizes sales comparison, cost and income approaches.

Florida law does not define Just Value through a single formula. Section 193.011 requires property appraisers to consider eight factors. These explain why a tax appraisal can differ from a recent asking price, automated home-value estimate or neighbor’s assessment.
What a willing purchaser would pay a willing seller in an arm’s-length transaction, excluding ordinary purchase costs.
Current use plus reasonably expected legally permissible future use, including applicable land-use and regulatory limits.
Neighborhood, access and other location-related market influences.
Parcel area, building size and other scale-related characteristics.
Property cost and the present replacement value of improvements.
Physical condition can matter when it has a genuine market-value effect.
Income generated by property can be important, particularly for income-producing commercial and investment property.
Sale proceeds are considered after ordinary sale and financing costs and adjustments for atypical financing or personal-property components.

How models estimate value
Sales, Cost and Income Approaches
Florida’s real-property appraisal guidance recognizes mass-appraisal models using the three traditional approaches to value. The relative usefulness of each approach depends on the property type and available data.
Sales Comparison
Recent arm’s-length transactions of relevant properties are analyzed to understand how buyers and sellers price differences in location, size, age, quality, condition and other characteristics.
For typical owner-occupied residential property, comparable market activity can be especially informative.
Cost Approach
The analysis considers land plus the current cost of replacing or reproducing improvements, adjusted for depreciation and relevant market conditions.
It can help with newer, unusual or less frequently sold improvements.
Income Approach
Income-producing real estate can be analyzed through the income the property is capable of generating and market-derived capitalization relationships.
This is especially relevant to many commercial and investment properties.

Why the Previous Owner’s Property Tax Can Be Misleading
This is one of the most important Florida appraisal rules for buyers: a prior owner’s low Assessed Value can reflect years of Save Our Homes protection that a new owner does not simply inherit.
Long-term Homestead
The property can have a substantial difference between Just Value and Assessed Value because annual Homestead assessment increases were limited.
Reassessment event
Florida generally removes the prior Save Our Homes benefit after a qualifying ownership change and reassesses the property according to the applicable rules.
New tax picture
The buyer’s future Homestead and possible portability benefit depend on the buyer’s own eligibility—not the seller’s prior tax bill.

OCPA Appraisal
Used to establish property values for the county assessment roll under Florida property-tax law.
The statutory valuation date is January 1.
Private Fee Appraisal
Usually values a particular property for a lender, purchase, refinance, estate, litigation or other specific purpose and date.
It is not automatically substituted for OCPA’s tax assessment.
Realtor CMA
A comparative market analysis typically helps estimate likely listing or sale positioning using recent market activity.
It is useful market evidence but is not the county assessment roll.
When the appraisal looks wrong
Review the Appraisal With OCPA Before or While Preserving VAB Rights
Orange County’s VAB guidance specifically allows a taxpayer to confer with the Property Appraiser about the correctness of the assessment. That informal review can solve some factual or valuation issues—but it does not extend the formal petition deadline.

Measurements, plans, permits or records showing an incorrect building size, feature or property characteristic.
Relevant arm’s-length sales with similar location, size, quality and property characteristics.

2026 valuation-petition deadline
Orange County’s current VAB page lists Friday, September 18, 2026 as the filing deadline for valuation issues.
The deadline is tied to the mailing of the TRIM notice. Late petitions can be submitted for a good-cause review, but acceptance is not automatic.
The 2026 VAB page currently says its online filing portal is under construction and lists U.S. mail plus in-person / FedEx / UPS filing alternatives.
Filing availability and deadlines are time-sensitive.

Three Situations That Look Wrong but Can Be Legitimate
Market Value decreased, but my Assessed Value increased
Florida DOR specifically explains that this can happen when a property has an existing assessment differential. Assessed Value can continue moving toward Just Value while remaining subject to the applicable assessment limitation.
Assessed Value can never exceed Just Value.
My Market Value increased more than 3%
The Save Our Homes limit applies to the annual increase in qualifying Homestead Assessed Value, not the increase in Just / Market Value.
The 2026 SOH cap is 2.7%.
My neighbor’s taxes are much lower even though the houses look similar
Similar Market Values do not guarantee similar Assessed or Taxable Values. Different ownership dates, Save Our Homes histories, portability benefits and exemptions can produce very different tax results.
