Search Flagler County Property Records — Then Read Parcel, Map, Value and Tax Details Correctly
The Flagler County Property Appraiser is the official starting point for parcel records, ownership display, assessed values, exemptions, property characteristics, maps and tax-estimator research. The office uses an official public property search and map search powered through qPublic/Schneider Corp links from the Property Appraiser website.
This guide helps homeowners, buyers, sellers, agents, investors and taxpayers search by address, owner name or parcel number, verify the correct parcel, open the map, understand values and exemptions, and route tax payments, deeds or appeals to the correct Flagler County office.
Which Flagler County office handles your property question?
Start with the right public office. The Flagler County Property Appraiser determines fair and equitable values for properties in Flagler County and provides public property-record information. Tax bills, deed recordings, VAB petitions and zoning approvals are handled through different offices or systems.
| I need to… | Correct office or system | Why this matters |
|---|---|---|
| Search a parcel by address, owner name or parcel number | Flagler County Property Appraiser search | The Property Appraiser’s search is the official assessment-record starting point. |
| Open a parcel map or view zoning layers | Property Appraiser map search / Flagler County GIS | Maps help with location, layers and visual research, but they do not replace legal records or a survey. |
| Apply for Homestead or other exemptions | Flagler County Property Appraiser | Exemption applications and documentation are submitted to the property appraiser in the county where the property is located. |
| Question value or property characteristics | Property Appraiser appraisal staff | The Property Appraiser reviews assessment values and factual property data. |

| Appeal value, exemption, classification or portability | Flagler County Value Adjustment Board / VAB Clerk | The VAB hears eligible administrative property-tax assessment disputes. |
| Question a millage rate or budget | Taxing authority public hearing | Taxing authorities set millage rates; the Property Appraiser does not. |
How to search Flagler County property records
Use the official Flagler County Property Appraiser website first. The official site links to Property Search, Map Search and Tax Estimator tools. Flagler County zoning guidance also directs users to search property by Address, Owner Name or Parcel Number, then click View Map when map layers are needed.
- Open the official Property Appraiser website.
Start at flaglerpa.com so you use the county’s official search link, map link and forms. - Choose Property Search.
Open the official Flagler County Property Search when you need parcel records, values, exemptions or property characteristics. - Search by parcel number when available.
The parcel number is the safest way to identify one property across assessment, tax, map and VAB workflows. - Search by address when you do not know the parcel number.
Use the physical location address. If no result appears, simplify the street name, remove uncertain unit details and try again. - Use owner-name search carefully.
Owner names can involve common surnames, trusts, estates, LLCs, corporate owners or recently sold properties. Verify the parcel and address before relying on the result. - Open the matching record.
Confirm parcel number, location, owner display, property use, land/building details, values and exemptions before using the data. - Click View Map when location or zoning layers matter.
Use the map to see parcel context, but treat GIS lines and layers as research aids, not legal proof.
Parcel number search
Use the parcel number shown on the official record, tax notice, map or county communication when you need the cleanest match.
Address search
Use the property location, then compare the owner display and parcel number before saving or sharing the record.
Owner search
Owner search is helpful when the address is unknown, but it can return several matches. Verify before acting.
Parcel number: the key that connects records, maps, taxes and appeals
The parcel number is the safest reference for a Flagler County property record. Use it when contacting the Property Appraiser, paying or researching taxes, reviewing GIS layers, checking official records, or preparing a VAB petition.
Parcel Number / Parcel ID on official record
Do not copy an example from a guide or screenshot. Always copy the exact parcel number from the official Property Appraiser, Tax Collector, Clerk or map record for the property you are researching.
How to read a Flagler County property record
A property record is an assessment file. It can help you understand value, exemptions, property characteristics and tax routing, but it is not a deed, title policy, survey or zoning approval.
| Record field | What to inspect | Common mistake to avoid |
|---|---|---|
| Parcel number | Unique reference used across property, map, tax and appeal workflows. | Do not use a similar owner-name result without matching parcel and address. |
| Physical address | The location of the property. | Do not confuse it with the mailing address. |
| Mailing address | Where notices may be mailed. | A mailing address does not prove current residence and is not a deed transfer. |
| Owner display | Assessment ownership display from the Property Appraiser record. | Do not treat it as a legal title opinion. |
| Property use / class | Assessment-use coding or category. | Property-use coding is not the same as zoning permission. |
| Land and building details | Land, buildings, extra features, area, year built and condition clues. | Do not challenge value before checking whether the factual record is correct. |
| Just / market value | The appraiser’s value estimate for assessment purposes. | It is not automatically the listing price, Zestimate or lender appraisal. |
| Assessed value | Value after applicable caps, limits or classifications. | It is not simply market value minus exemptions. |
| Taxable value | Assessed value after exemptions for a taxing authority. | Different taxing authorities can have different taxable values. |
| Sales / deed references | Sale history or recording references when shown. | Not every transfer is an arm’s-length comparable sale. |
Flagler County maps, GIS and zoning layers
Flagler County GIS provides map applications, public data, aerial imagery, LiDAR/elevation tools, downloadable GIS data and printable PDF maps. The Property Appraiser map search is useful for parcel orientation and research. Flagler County zoning guidance says to search a property by address, owner name or parcel number, click View Map, then use the Layer Panel for zoning layers such as Unincorporated Zoning.
Parcel and local research
- Finding parcel location and surrounding properties.
- Checking visual map context before calling an office.
- Viewing parcel, road, aerial or zoning-related layers.
- Using Flagler County GIS map hub, aerial imagery and public datasets.
- Printing or saving a map view for your own notes.
Legal boundary or permission
- Boundary survey.
- Title ownership guarantee.
- Legal easement location.
- Building or zoning approval.
- Flood-insurance determination.
- Final land-use permission.
- Open the official map search.
Use the official Flagler County Property Appraiser Map Search. - Search by address, owner name or parcel number.
Use the same identifier you verified in the property record. - Click View Map from a property result when needed.
This helps keep the map tied to the property you actually searched. - Use the Layer Panel carefully.
Flagler County zoning instructions direct users to zoning layers, including Unincorporated Zoning, then the Legend. - Check jurisdiction before assuming zoning.
If a property does not show a county zoning district, it may be under Palm Coast, Bunnell, Flagler Beach, Marineland or Beverly Beach jurisdiction.
Property value, assessment and tax-bill basics
Flagler County Tax Collector guidance explains that ad valorem taxes are based on real-property value for the tax year beginning January 1 and ending December 31. The Property Appraiser establishes value. The Board of County Commissioners, School Board, city commissions and other levying bodies set millage rates. The Tax Collector collects the taxes.
Read the correct number
- Just / Market Value is the appraiser’s value estimate for assessment purposes.
- Assessed Value can be limited by Save Our Homes or other Florida assessment caps.
- Taxable Value is generally assessed value after applicable exemptions.
- School, county, city and district taxable values can differ.
Millage and non-ad-valorem
- 1 mill equals $1 of tax per $1,000 of taxable value.
- Taxing authorities set millage; the Property Appraiser does not.
- Non-ad-valorem assessments are not based on property value.
- The Tax Collector merges non-ad-valorem assessments into the roll and mails tax notices.
Quick millage calculator: one authority only
This browser-side calculator estimates one millage component. It does not include every taxing authority, school/non-school exemption differences, discounts, penalties or non-ad-valorem assessments.
Flagler County property-tax timeline
Flagler County tax guidance lists March 31 as the due-in-full date with no discount, April 1 as delinquency, August as the TRIM notice period, October 31 as tax-bill mailing, and November as the start of collections with the 4% early-payment discount.
Homestead exemption, Save Our Homes and buyer reset warnings
Flagler County’s Homestead page explains that a person who has legal title or beneficial title in equity to Florida real property on January 1 and who in good faith makes it a permanent residence may qualify. The Flagler County page states the filing deadline is March 1 of the qualifying year and first-time applicants must come to the office in person.
Documents to prepare
Flagler County lists examples such as Florida driver license/ID with the homestead address, vehicle registration if applicable, Flagler County voter registration if applicable, Social Security numbers, citizenship/permanent-residency proof if applicable, trust documents if applicable, recorded deed or tax bill, and mobile-home registration/titles if applicable.
Assessed value, not market value
Save Our Homes limits qualifying Homestead assessed-value growth to the lesser of 3% or the Consumer Price Index change. Florida DOR lists the 2026 cap as 2.7%.
Homestead does not automatically follow
Flagler County warns that if you sell your home and buy another home in Flagler County, you must make a new application. The Homestead exemption does not automatically follow you.
- Search the property and save the parcel number.
- Open the full property record and check existing exemptions.
- Compare Just/Market Value, Assessed Value and Taxable Value.
- Check whether current taxes reflect seller benefits.
- Use the official tax estimator for a county-system estimate.
- Apply for your own Homestead if you qualify and meet the official filing rules.
- If moving from another Florida Homestead, review portability and the DR-501T form before assuming any benefit transfers.
Flagler County VAB appeal: value, exemption, portability or classification
The Value Adjustment Board is the administrative appeal route for eligible disputes involving property value assessments, denied exemptions or classifications, ad valorem tax deferrals, portability decisions and change-of-ownership or control issues. It is not the place to complain that a millage rate was adopted by a taxing authority.
| Problem | First route | What to prepare |
|---|---|---|
| Just / Market Value appears too high | Property Appraiser review → possible VAB | Comparable sales, property facts, condition photos, repair estimates and documents. |
| Homestead or other exemption denied | Property Appraiser exemptions → possible VAB | Application proof, residency documents, title evidence and denial notice. |
| Portability issue | Property Appraiser → possible VAB | Prior Homestead record, abandonment timing, DR-501T history and prior just/assessed values. |
| Agricultural or special classification issue | Property Appraiser classification review → possible VAB | Use evidence, leases, operation records, application timing and notice details. |
| Millage rate is too high | Taxing authority budget hearing | TRIM hearing details and proposed-budget information. |
| Need to pay property taxes | Tax Collector | Parcel number, tax year, amount due and payment method. |
$50 per parcel listed
The Flagler VAB page lists a nonrefundable $50 filing fee per parcel, with $50 for the first parcel plus $5 for each additional parcel in certain multiple-contiguous-undeveloped-parcel petitions.
Use current DOR forms
Flagler VAB links include DR-486 Petition for Hearing and DR-486PORT for portability petitions. Use the current official form for your issue.
Keep contact on the record
The VAB page warns against communicating with VAB members or special magistrates about a pending petition except on the record during a scheduled hearing.
| Evidence issue | Stronger evidence | Weaker argument |
|---|---|---|
| Condition | Photos, repair estimates, inspection reports, contractor documents. | “The house needs work.” |
| Size or features | Plans, measurements, permits or official correction evidence. | Verbal estimate. |
| Market value | Several similar sales adjusted for date, location, size, age and condition. | One unrelated sale or a portal estimate. |
| Exemption | Application confirmation, residency proof, title/deed evidence and denial notice. | Assuming approval because a prior owner qualified. |
Deeds, mortgages, liens and Official Records
A Property Appraiser ownership display and a recorded deed are related, but they are not the same thing. The Flagler County Clerk Official Records system is the correct route for recorded deeds, mortgages, liens, book/page searches, parcel ID searches, instrument-number searches, legal searches and record-date searches.
Use Clerk Official Records
The Clerk recording system presents public official-record information and advises users to search spelling variations of proper names to maximize results.
Use Property Appraiser for the parcel record
The appraiser record is used for assessment and tax-roll purposes. A deed can be recorded before public appraiser displays fully reflect the latest ownership update.
- Search the Property Appraiser record and save the parcel number.
- Open Flagler County Clerk Official Records.
- Search by name, document, book/page, parcel ID, record date, instrument number or legal criteria when available.
- Open the matching recorded document.
- Compare recording date, legal description, parcel reference and address context.
- Request a certified copy if a bank, agency, attorney or court requires certification.
- If the deed is recorded but the appraiser display has not updated, contact the Property Appraiser instead of recording a duplicate deed.
Tangible Personal Property: business and rental assets are separate
Flagler County Tax Collector guidance states that Tangible Personal Property tax is an ad valorem tax assessed against furniture, fixtures and equipment located in businesses and rental properties, and it can also apply to structural additions of a mobile home. The Property Appraiser determines the assessed value based on January 1 status.
Land and buildings
Real-property records generally involve land, homes, improvements, Homestead, Save Our Homes, assessed value and taxable value.
Business/rental equipment
TPP can include furniture, fixtures, equipment and certain rental-property or mobile-home structural additions.
File before April 1
Flagler guidance says TPP taxpayers submit the Tangible Tax Return to the Property Appraiser annually before April 1 to avoid penalty and possibly qualify for the Amendment 1 exemption of up to $25,000.
Flagler County parcel-search troubleshooting
Address search returns no result
Try fewer address parts, remove uncertain unit or suffix details, check spelling, verify the property is in Flagler County, and try map search. If you have a tax notice or deed reference, use the parcel number instead.
Owner search returns several properties
Compare parcel number, physical address, mailing address and legal-description context. Common names, trusts, LLCs, estates, corporate owners and recent sales can create multiple matches.
The map line looks wrong
Use GIS for orientation and research only. Boundary, easement and legal-description disputes may require recorded documents, a surveyor, title professional or attorney.
The property use does not match zoning
Assessment property use is not zoning approval. Use Flagler County zoning resources or the appropriate city if the property is in Palm Coast, Bunnell, Flagler Beach, Marineland or Beverly Beach.
Market value rose more than the SOH cap
Save Our Homes limits qualifying Homestead assessed-value increases, not market-value increases. The tax bill can also change due to millage, non-ad-valorem assessments or exemption changes.
The seller’s tax bill seems too low
A seller may have Homestead, Save Our Homes protection or portability history. Buyers should review the property record, tax estimator, exemptions and assessment reset warnings before estimating their own tax bill.
I need to pay taxes but landed on the Property Appraiser site
Use the Flagler County Tax Collector’s property-tax payment system. The Property Appraiser establishes values and administers exemptions, but the Tax Collector collects the bill.
I need a deed or lien, not a property value
Use Flagler County Clerk Official Records. The Property Appraiser record can help you identify the parcel, but recorded legal instruments are maintained by the Clerk.
